Mr. Bell is a Senior Project Management professional with over forty (>40) years of Project Management experience. Mr. Bell prepared Project Management policies and procedures for ISO 9000 certification of Fortune 500 companies. Mr. Bell performed as the Manager of Projects and Operations with Honeywell-Sperry on international projects, then as consultant for Industry Canada, Health Canada, Department of National Defence (DND), and the Department of Defense (DoD).

AVRO

The British company that led North American aerospace research and development in 1959 the 50th anniversary of the industry in Canada. Today the Special Products and Applied Research (SPAR) Division of AVRO continues to honour those beginings with the Canada Arm on the Space Sation. SPAR had also built a limited operatonal flying saucer in the 1950s. When DND Chief of Defence recommended the cancellation of the AVRO Arrow in Feb 1959 the thinking was that he needed to focus on BOMARC missles to defend against Russian ICBMs. The Arrow was on the verge of mach 3 trials with the Iroquis Engine, the most powerful available in the world, designed by the AVRO Orenda Division for the Arrow. The Canadian government took the recommendation of DND and cancelled the program with the direction to protect National secrets by destroying all equipment and data procured under the project. That acton decimated the Canadian aerospace industry at the time. However, 200 engineers were hired into the US companies and 36 went to NASA immediatly. Those engineers stayed with NASA for decades to come becoming chief engineers of NASA. The contributed such an impetus to the moon landing program that the schedule was advanced three years.

Experience / Qualifications

  • Project control/performance/cost manager for large and small projects in Government Government including the Canadian Space Agency, National Defence, and Health Canada.
  • Performance/Cost Manager on the large Canadian Forces Supply System Upgrade.
  • First line manager for Sperry-Honeywell Aerospace & Defence Systems for 12 years. Responsible for Operations, Projects, and Proposals. Facilitated workshops with stakeholders on project issues. Prepared monthly reports for senior management, weekly budget/issues/risk analyses, and ad hoc reports. Wrote SOPs and developed PMO control processes for planning, directing and controlling project work. Coached staff on project plans, change control and risk management. Prepared budgets, ETC, BCWS, ACWP, BCWP, variance reports, risk assessments and HR analysis for monthly and annual reports.
  • Proposal and Security manager for a secure facility producing top-secret government proposals for three divisions of Honeywell.
  • Systems and procedures administrator for Z299 and AQAP/ISO 9000.
  • Design Engineer and Production Engineer for equipment such as avionics, air data computer test sets, car radios, radiographic cameras, pipeline crawlers, railway freight cars, and bulk material handing equipment for cement and steel mills.
  • Project manager for a multi-purpose world class one-of-kind 500T specialty railcar, for steel mill conveyor systems, for landing aides on Light Airborne Multi-Purpose Ships (LAMPS) and Canadian Patrol Frigate (CPF) for navigational and telecommunication projects. Project manager for international, DOT, and DND communications projects.
